I'd say there is atleast a kW worth of play between an apartment lived in by 1-2 frugal ppl, and 1-2 wasteful ppl without even going to extremes.. That means that if you're frugal you can basically absolutely ignore suspicion by consumption up to a kW.. How high beyond that you'd need to be before questions start getting asked is iffy though.. A person paying the bills will notice before the power company does though..
