This good enough?

I was wondering if this is a good enough setup until i get my 400w HPS setup.

this is just 2 trying to grow under a 150watt T3 Halogen Bulb.

the one on the left was just planted. like 5mins ago. and the one on the right was planted almost 4 days ago.
if you zoom in on the one on the right, you will see a little somethign coming out of soil.. but it doesnt look right.. its orangish green and looks weird.

the light is 150w 120v 2400lumens.
is this way to little for now?

i would definetly move the light closer if they were just planted... and ya it looks reasonable until you get the HPS
