I think It means mostly that the feds won't sue the state, other than that not much else changes. DEA will keep on doing what they are doing, busting who they think needs busting. All they have to do is claim the dispensaries were black market dealers, that the state did nothing about and they will do whatever they want.Saying they will allow recreational use and not pursue given some rules are enforced by the state? Will this affect us medicinal users?
Reflecting more on news feedback and after listening to some of the public forums, its become increasingly clear that if we Medical patients don't stand up wherever we can that the state will attempt to squeeze and regulate medical marijuana into the 502 square hole. The Feds will be on the states back every step of the way to regulate the medical community OR they will step in. Local officials and politicians are already talking about the unregulated MMJ community.Will this affect us medicinal users?

Just because over the counter meds in this state are taxed does not mean its right. Did you know that in somes states there isn't even sales tax on food and medicine ? Taxing basic human needs is immoral and unethical. I don't see people fleeing to other countries like they do to America. Every system has it's faults but in my opinion and from a history perspective it's the best thing going.Ultimately where this is all going winds up stripping away any potential for the average Joe making a disproportionately fat profit margin potential and floating a comfy lifestyle out of a home basement grow alone. If volume relative to price structure comes in line with the typical capitalist model, the powers that be will be good with it. No conspiracy, many simply don't grasp the insistent slavery involved in a capitalist system, despite how educated and talented or qualified one is for a pay raise.
