tiny sprouts

I start 7 pkabts and they all sprouted just fine, so i planted 10 more and they all sprouted out tiny .I mean very tiny and are taking long to sprout out the first true leaves . Does anybody have anysuggestings?I'm using light warrior seed starter . The water is pH 6.0. Whats the best type of soil to start seeds in . Also what the best type water and what ph should i be aiming for when starting seeds?

try to germinate your seeds before to transplant them! i use RapidRooter from GH and they are organic and have all Micro Nutes and roots accelerators ur seed might want for the moment! distilled water is best to germinate your seed since there is no Sodium or Chlorine in it! i do hydroponics so i start feeding after transplant low PPM. but since you are in soil based medium give it just distilled water for 2 Weeks then start low concentration nutes then rise it till u get to ur personal blend pH for a general good nutes intake should be around 6.5! Thanks . I was using drinking water from Krogers And the pH was 6.0. Now everytime i drop a new seed to germinate they all sprout out extra small. This never happened to me before . I'm going to try rapid rooters . Can you tell me exactly how you use rapid rooters . Do you think it's because the seeds I am putting in the dirt are very small that's why they sprout out small? I got them from attitude and they gave me a bunch of small seeds that are kinda of a light brownish color. Do you think it can be the seeds?
