Tiny wormlike bugs on back of leaf?

I have these little larvae like bugs on the bottom of my leaves. they are about the size of a pen tip if not smaller. They move pretty fast and are sucking the sugars out of the leaf. I have used a pyrethium based, flora mite, and this stuff called wipe out but they wont die. Any idea what they are. I do have some knats to, not sure if they are fungus knats or what but pretty sure. Now fungis knat larvae feed on your roots. not leaf correct?

Are they a reddish orange? Cuz I just found a couple of these on my leaves and they run under the leaf.
