to much water? not enough light?

the bottom 2 leaves of my 10 day old are drooping...here's 2 pics of the plant.
i watered it about 3 hours ago cuss the dirt was dry....

just looking for a second opinion. I am tripling the light as we speak. the leaves were perky yesterday after being under 2 27watt cfl's, i bought 4 more today and i'm workin on a new setup

**edit** when i'm wiring 6 cfl's together i wire them in parallel correct?

looks like not enuff light...but did u sai the soil was dry..id wait until tommorow nd see how it looks
