No, if you fail you just get 2 tops like a normal topping.
What fimming actually does is 'top' the upper 2 nodes at once. It's just the upper one is still really small, so when it goes correctly, it appears as if you have 4 tops from 1 node, but it's actually from 2 nodes.
Topping and fimming by themselves does not automatically lead to more buds, it just leads to a bushier plant. Properly managing all aspects of the grow is what gives you good yields. Lots of people don't like the added veg time and never top at all and get great nugs.
Personally, I go for 'mainlining' with most strains. Try a search if you aren't familiar with it, there's an entire thread on it here somewhere.
