Is 1 month from seed enough growing time for a seedling to be transplanted outside in Zone 4a : -30 to -25 (F) ?

Sure, they will need repotting from seedling trays after 2 weeks from seed. Next 2 weeks in a dixie cup will fill it.
Good chance to get the Mykos established on the roots.
