top leaves curling down - plant in veg

Top leaves of my plant curling down, only the top leaves. The plant is in veg and is approximately 3 weeks old. It is just the top leaves that are effected. The new ones that are growing out of the top are also being effected. Please advise...

Can anyone help me out and explain why my leafs are doing this. my temps are 67 with air intake on and 76 with it off. i thought it was cause my floors were cold because itsw -1 outside so i put them on foam and they still havent changed. ive only been giving them RO water at 6.5 ph, for the last 4 waterings. oh the last waterign they got peroxide at .3ml per litre.
