I think you may want to wait until you have 1 or 2 more nodes on those little branches, but those can be topped yeah.

Wait. The more foliage the faster they will grow and recover.
Those lower branches should catch up to the same height as the top

I think its probably a good time to start lst to let that new growth at the nodes catch up
