Just imagine the expense and the logistics of intercepting that one certain package to put a gps device in to find its ultimate destination. I think it would probably be easier to retask a CIA satellite and follow it visually that way. If you sell a lot - well you can tell them you scored it somewhere else, but you're going to be drawing attention to yourself. A couple oz here and there will probably keep you under the radar. Any type of tracking device will give off a radio signal. You can check for these buy using a device that sweeps for these signals. Looking for them with the naked eye is silly because the device can be as small as a microchip these days. I don't think it's clear to you what happened to your friend, sounds like you assume he was bugged. If that was the case in the U.S. , that would mean he was already under investigation.
