Otherwise I would be saying they are tied up with rope, or that they are held back from what they could be.
They might actually be reaching their full potential. It is their mind that is retarded.
Now a mentally retarded person might not understand the difference between retarded and mentally retarded and they may get offended: that is another reason I would not call them retarded.
If a mentally retarded person was not reaching their full potential because they were allowing themselves to be held back in some way, I would say: "hey buddy you are allowing yourself to be held back by such and such, you should try doing such and such instead and maybe in the future you will reach your full potential."
When his brain was developing it was not allowed to reach its full potential, because of genes, birth problem, etc. That is why we call him "mentally retarded" but that doesn't mean he has to be retarded in other ways.
