What type of light are you using and is that tin foil in your grow area? If you are using HID and tinfoil, it is very likely burned from hot spots. If not tin foil it is just too close to the light, either way it is light burn.
No, they are inside a grow tent. I am using 8 fluorescent tubes in one giant lamp. The other plant next to it is fine... so i just don't see how it could be the light burning it... why are they curling?
I'll still standby textbook heat burn, could be some sort of hotspot base on reflection, or a tendency to foliage spray in a certain area, or any number of other things. Maybe a more clear picture of your setup would help eliminate this idea. You said your mother is closer to the light, however thats new growth burning, it would likely be more heat sensitive.

i don't have a mother (that sounds weird) they are just two plants growing together. they are brother and sister well fuck that, they are just brothers
Move the plants around, or move your lights. You might have something on your bulbs causing a smudge from oily fingers or something which created a hotspot more than likely.

Also, the thermometer says 18C which is 64F (i know, way too cold) i know it should be around 80... but when i close the tent, I've snuck a peak and it goes to about 20C (68F)
The long silver vent brings in fresh air from outside the tent into the tent
