well you can but it would be highly illegal and if not done correctly extremely dangerous.
A lot of illegal grows are found because someone wants to save a few $ on costs. Lots of houses are also burnet down due to the same.
Of course I would get a professional in to do this. I'm not just considering this on a whim to save £'s.
Factoring in media and nutrients water if you have a water meter in the UK stunt the plant once you will be running at a minus.
Where it is also illegal to grow cannabis btw

Have you considered using jumper cables?
Or running an extension cord from your neighbors home, w/o permission of course.
That electrician better be a VERY close friend. Your just not going to pick up the phone and call someplace and say "stop bye and bypass my meter and hook up a room, I'll pay you". It can be done, it's HIGHLY illegal, and most electricians will not want anything to do with it. My neighbor is a Master Electrician, a very close friend of over 20 years and won't even consider bypassing my meter. It was brought up in a drunken conversation one evening. 1 its highly dangerous for them as they will be working with LIVE lines, and 2 most don't want anything to do with illegally bypassing meters. There are people who will do it, but most are untrained, and don't do it properly.

Have to believe there's more than just 'household' meters happening. I'd guess that they meter by street/zone/neighborhood or whatever as well and when a discrepancy of a certain size is noticed out come the boys to check your neighborhood's lines & meters.
It's illegal to grow weed mate
It's not about being dense it's going to cost £360 each 1000w light a month in flower
