Are they incandescent?
Those bulbs generate more heat than PAR energy.
If so, then you should put them in the trash and get yourself some CFL's. 20 to 30 watt actual (equivalent doesn't apply to growing).

it doesnt say on the box they 1710 lumens and they are soft white

Less than 2,000 lumens will not encourage photosynthetic growth.
If it isn't CFL bulbs, but it looks like your standard light bulb, then it is incandescent. You really should sack up and spend the $3.50 on the proper 6500K Daylight Spectrum 27w CFL bulb.
