Well, obviously it's not as easy as you think it is. People can't just "build it and make it better" - there are variables out of the average Mexicans hands - just like in America, certain things like changing the political game, corruption in politics, etc. all goes on in Mexico except much worse because the situation is already so dire. If it was as easy as just building it up and making it better like America did, which wasn't "easy" at all, they'd of already done it. It's more than that. Think about the power structure that keeps these people in this position.
