Very slow growth

All right everybody i've been constantly doing small improvements in my closet (as much as I can afford anyway). So here is my problem, my plants are about 2 and a half weeks old, and they haven't grown almost anything. I have a ionic breeze knockoff in my room (it's a 4' tall ionizer from sam's club). The plants are bagseed, and I mixed my soil (using six parts peat, 3 parts pearlite, 1 part vermiculite). I have made a light rig (as you can see using 4 of the walmart grow lights {7300 spectrum and like 780 lumens each) dangling from the sides are two big cfls (4200 lumens each) and two regular daylight cfls. the temperature stays around 85 degrees (I can't fix that until I can afford a ac unit for my closet. So my question is, what is the most likely cause of my retarded plants, (soil, light, temp?)

LMAO lights are too far away

You don't need the ionic breeze. wait til it is flowering. you just need a osc fan is all, cheap at the dollar store. lights are too far away, get them within an inch or two away. Add some potting soil to your mix also. Do not water but once every few days at the most.

i moved the plants down for the sake of the picture. (the tray sits on a tub) They are no more than 2 inches away typically.
