vigoro rose plant food?

I have a bag of vigoro rose plant food and its npk is 12-6-10 and it says on the bag that it contains slow release nitrogen..... they look like little pellets..... will this be good for veg or flower to grow a plant? Or would it be good at all?

Don't use pellets tine release crapp that is good for gardens of vegetable. But not for ganja
