Hello i was wanting to try an make a hybred strain now
what is the best possible way to make a hermie out of a female plant

If I understand you correctly, what you want to do is to make a female plant produce pollen so that you can breed feminized seeds. If this is what you want to do, it is simple. Just make a basic colloidial silver generator then spray the plant into becoming a male.

throw it out in the cold.

Just stress it by doing things like putting it in too hot or cold, messing with it's light schedule, nutes, etc. Or you can make some colloidal silver and go that route. Personally I think it's pretty easy to stress a plant into going hermie. I managed to do it on accident heh. =)

traumatize your seedlings during week 3 and 4...do everything in your power to throw all environmental factors in favor of males...

I'm trying the light poisoning method right now to get feminized seeds of some elite cuttings that I have. That's 18 hours on, 5 1/2 hours of dark, 1 hour of light, 5 1/2 hours of dark again, then repeat for the first three weeks of flowering.
