That looks like it would work as a Cloner better than it would to fully grow 6 plants in a 17 gal tote. If you're going that route, you could do 2 per 17 gal tote. I'm newer to hydro, but from my understanding, this would be way too over crowded.
That's actually a 38 gallon tote. There's about 27 gallons of water in it.

This, don't veg them for much more than a couple more weeks imo. Keep them small.
I've run 4 in a 27 and that got to be a headache quick.

I put them on 12/12 now. They're a little over a week old. I've never flowered anything that early before, so this is a double experiment for me. A waterfall and flipping early. They're homemade seeds so nothing to lose but a little bit of electricity. I'm going to put a screen over them and try to keep them spread out as evenly as possible once they really take off.

With 6 plants per 17gal tote, shits gonna get Cramped TIIIIIIIIIGHT, in no time.
Yeah the 17 would be a problem in a hurry. I went with the 38 gallon and flipped them to 12/12 while they're still small. I wanted to try flipping early to see how it goes because I have some long flowering sativas I'll be running soon and wanted to just start them under 12/12 to keep them manageable.

This pvc coated fencing works well imo. I got a roll of the 2ft stuff and use it for training screens/support at all stages.
I built a little wood frame that sits over the box.

Very simple design.
Just some 2x2 and the fencing. I sized it to hold tension on the fencing so I can just slide the corners up and down to raise or lower it.

This is literally why I am here. To share my creativity and help other ppl figure out how to make things work for them.
One of my big things is finding ways to get the same results at a lower cost so all of my stuff is completely diy where possible/practical.

I'd use normal trellis netting if it were me. As far as waterfall tines, I'd do 5 minutes twice an hour AT LEAST. Id really recommend 24/7 but I don't think you have the tools to keep res temps in check.

cheap ass thin trellis netting isnt going to do much to help train small plants that are trying to push it up when you want them to stay flat.
Its built for the purpose of guiding the plants while training, not for support while they grow up through it.

I'm going to keep an eye on the res temps. I'm using a really small pump, so I'm not sure how much heat it will generate. I don't know what size the pump is. I think it was one I got with a flood and drain system I bought a long time ago. It's producing some nice agitation though. I'll just have to keep an eye on everything and see how it goes.

I have this little dc 200gph one and it wont bring your water temps up above ambient running 24/7/
I use it on a single 27gal tote

And if you can find rigid and light enough materials you don't even need the corner legs/supports...plant holds up scrog screen/net all by itself. ;P

When I checked on the system this morning one of the plants was drooping. So I moved them back in to the Rainforest. I opened the lid to the waterfall system and, last night when I pulled the pump to get the model of it, the manifold had gotten shifted over to the one side, and was pushed forward a few inches, so the net pot of the one drooping wasn't being hit by the spray. I lined everything back up, and fastened it to the cross bar so it couldn't move again. I checked the water temp and it was 70.8 degrees, the same as my room temp. I left the pump running all morning. The plant that was drooping is now fine. After almost 4 hours of the pump running constantly I checked the water temp again. It was still 70 degrees. I noticed on the info about that pump that it's rated for continuous use, so I'm going to just let it run and keep an eye on the temps. Other than that little glitch, everything is working just fine so far.
