watering during germination

So, I have my 10 hashberry seeds in 4" pots. I watered them last night, came home around 5 or 6 today and it was pretty dry. I've been giving them about a cup of water each.

Is this okay? Should I give them more? Will two 23w cfls be enough to make them sprout? I'm planning on getting two more pretty soon. After that, I have a 430 watt hps. I'm still working on the cabinet, though. How many cfms would be good enough to cool a room with a 430 watt hps? I don't have a cooled reflector, just a standard bat-wing type. Also, it's 4'x4'x7'. What could be the minimum? What is the maximum cfm?

keep the temp a steady 70 degrees no lower and keep the seeds moist check them every 8 hours. once they sprout keep them under the CFLs until they've 5 internodes then go under the HPS.
