I think you might be going about stuff the wrong way: if you dont have enough amps on your installation you can try to grow with less watts per area: use autos instead for a at least 20 hour cycle.
My i built some lights for my buddys grow, was 100w for about 7 square foot so about 15w per. He finished the grow with around 350g so 50 per. If you scale this to a 4x4 youd get around 230 watts/800g per 4x4. Power consumption for the 20 hour cycle would be about the same as a 400w 12/12 grow. Not bad at all, especially when you need to squeeze the max out of your amps. You could do a 8x8 at 1000 watts of light which should cover a decent size of any garage with power left over for environmentals. And the low watts for longer times usually means less trouble with cooling. Heating winter time can be an issue but you can use gas burners which dont use power, or just some basic agri heating mats instead of full on ac/radiator; heat the plant directly instead of heating the air to heat the plants.
Another version of this would be 2 12/12 on a flipflop schedule.
The nice thing about autos is that you eliminate downtime for veg cycle, or alternatively the extra space and power for veg room.
Theres also some reasons to argue that when you use lower light intensity but for longer times the spectrum matters more.
The light was based around 90cri diodes (bridgelux vesta) which are a bit heavier in red, aswell as having about 12% of power dedicated to red supplementation: 630 and 660nm.
You do need a good supplier of auto seeds though, but if you get a hang of if you can just self your plant for feminzed auto seeds. Ive never tried this myself so i dont know how well it would work but in theory its the same way they do it at the breeders.
