Weed seedling dying! Heat stress!

hey guys, Me and my mate are both trying to grow weed and we've used exactly the same stuff. He's planted his outside and is doing really well, and im growing my indoors and things are not going so well. The plant looked fine under my 2x18w cfl's but I decided to buy a 45w cfl 6400k blue spectrum for veg. Since I have added it I think it may have been too close and the plant looks terrible. Is there any way this problem can be resolved?

2 weeks old, Its composted soil, My mate is using the same his are 3 weeks old and are growing great, My light may have been to close. I have seen loads of threads saying heat stress? Ive moved the light and turned the oc fan on, Any chance they will perk up?

I cant see how as my mate is using the exact same soil. I haven't fed them yet just watered :/ I dont think she will survive.

Thank you for the help. The lights been moved about 4-5 inches from seedling. I wont water again till the soils dried and hopefully they will look a bit better.

I know :/ The growth stunted :/ they was growing fine aswell. Im not to sure I got it in a bag of weed so I thought id plant it.
