get one thing str8, MC... growing weed weed is easy....growing good weed will take a lot of time, dedication and some cash to start. be prepared to fail the first couple of times out. at first, get any seed you can, check each sack you buy, there will prolly be a seed or 2.

Bro of course i no the law that shit is illegal! but very very hard to track and haha what do u have to worrry about you live in Japan, one of the most populated places on the face of the planet, dont worry about being caught millions of letters and packages go through the customs and if they idividually check each one i would be very suprised.
