Weird spot for Fungus Gnats. How to get rid of them

Hey guys
I noticed a couple fungus gnats flying around my grow closet 2 weeks ago. I figured it was due to over watering. Its now been about 9 days since my last water (a long time, i know) and I'm still seeing them. Except they are no longer on the top soil, but actually in the 4 or 5 drain holes on the bottom on the buckets.
I guess my question is, what should I do? The plants will need water very soon.
5gallon buckets
The drain holes are approx. 1/2in wide and 2in in height at bottom/side of bucket
Plant height is about 8-9 inches
2 exhaust fans with a small amount of negative pressure and a circulation fan on the canopy/top soil
Should i grab some Neem oil and apply it to the holes? Should I use a mild peroxide solution on the holes? Any other ideas?

They hatch in your soil and make their way out.Either thru the holes or top of your pot You can use mosquito dunks crushed up and sprinkled in your soil, make sure you bury them or it can mold. I add that when i mix my soil up before transplant.
You can grab queen size panty hose, cut the legs off and put around your pot if you think they are that bad. This will stop them from getting out of the bottom holes, but theyll still get thru the top. You can try a barrier on top. People recommend play sand, I tried it, it was a mess. I'd try and get those mosquito dunks crushed up and in your soil before your next watering. Yellow sticky traps on top of your pots( on the soil) and hanging are a must. Fungus gnats are a pia but there's much worse out there. gl
 
I'll go ahead and place a couple yellow sticky and a couple yellow hanging traps.
This leads me to another question. I believe 9 days (so far) is too long for my soil to be wet. I have very good ventilation. Would drilling more holes towards the bottom of the pots be a good idea to increase the drying rate? Obviously taking care not to hit the roots.
They were last watered 9 days ago with 3.5cups Ph water and nutes. Seems awfully long in my experience for a pot to dry enough to wilt some leaves
I will no doubt keep the mosquito dunks in mind if I dont get this cleared up soon
