If you put seedlings outside now, they'd start to flower immediately (well, actually after a few weeks, because very young plants can't flower yet). It's not great for yield. Also, the seedling would probably not survive anyway.So a little question, considering I'm starting a new outdoor grow now, will the light schedule, which is about 13 and a half to 14hrs and getting less by the day, affect the growth rate or cause them to flower too soon and if so will I need to apply artificial light?

You have to grow the seeds indoors for a few weeks (I recommend 4 weeks), and then move them outside. They will then start to flower soon, and take 2+ months to finish from there.
