According to THE MARIJUANA GROWER'S GUIDE, by Mel Frank and Ed Rosenthal:

The amount of light needed to prevent flowering is quite small (about .03 foot candles95 - on a clear night the full moon
is about .01 foot candles).

It would take an expert to tell the difference between sunlight and moonlight by their spectra ... they are practically superimposable.
