That fully depends on your strain and the lights your using. Just to give you a ruff idea... I run my aero system at 1000ppm from clone to finish under an hps, if plants are ever under floros, I never give them more than 500ppm or they burn

There are simply too many variables to answer that question. You have to find the right ppm that works for your setup through trial and error. There is no simple answer except to start low and make small changes to the ppm to find where it is most ideal.

I am using hydroton. My ppm are currently too high like 2000ppm which would explain the plant problems ive been having. Does a high ppm slow plant growth?

If the PPM is too high, the nutrients become toxic to the plant, slowing growth and eventually killing it. Cut the ppm in half, if not more and your plants will thank you for it. 2000ppm is way too high for any strain.
