Looks like Springtails. They mainly stay in the soil, and don't bother your plant material, they're just annoying. But, you can do a soil drench with Spinosad to control thier population.... and they reproduce very quickly.

For root sucking bugs ive always used a drench of pyrethrin. Many say its bad because state canna boards have said so. In reality its the oil of crushed chrysanthemums. More recently ive been using an athena ipm drench & flushing it out as directed
