Neem oil will not work for fungus root gnats---The use of yellow sticky traps will attract them but is only a mild control method-there is a couple of ways to check how bad your soil infestations is---take a potato slice and sit it on the soil overnight-it will attract the larvae---gnats hate anything with cedar or cedar oil(go-gnats is made from cedar oil) the best product for gnats is AZATROL witch is also OMRI listed--very pricey but works 100%. You can also get some cedar pucks from walmart.
