How do you know it's 3 weeks old? OP never says its age.

hey OP. take a picture of the node above your circle, back side of the plant.
at first I thought it might be a stipule, but after a closer look it appears very white.

female plants stretch too, if the light is too far away or not enough light.

thats very true, and males grow long and stretchy. Take a close look at the top node the back side of it. It could be a stipule, could be a hair. Hard to tell from this side of the plant. It looks very white in the picture.
 
i soon as the light are ON i will take some more picture .

btw its 1 month now from seed , and just two or three days from 12/12 , and i use cfl lights close to them 2" to 3"

That's the stipule on the other side...the new growth in between....those plants need more or closer light....they're not gonna do well

that's not always true the last male I chopped was the shortest and bushy
