your rockwool is way too wet.
I would grow them out in the plugs a bit before putting in the pebbles.
easier to control the wetness if you can handle the plug.
Since you're a new grower I suggest doing a couple of grows (for experience) using a different method than hydro.
IMO, potting soil or a Pro-Mix is easier and much more forgiving than hydro/aero.
Seedlings need air to breath. If you drown them by over watering they have no chance of survival. Start in a mix with more aeration next time and don't put a seedling in a system designed for a plant with a well established root system.
You have to hand water a seedlings preferably with a spray bottle and there's really no shortcuts to this.
I mean rooters seem to be a little less of a headache compared to grodan rock wool . I presoak them in some Clonex gold / water dilute.
Acid-Alkaline Imbalance
Rock wool naturally has a very high pH, producing an extremely alkaline environment when wet. Most seeds germinate poorly in alkaline conditions and prefer balanced to slightly acid environments. If your seeds have a low germination rate or germinate slowly, you may need to irrigate them with a more acidic nutrient solution to re-balance their growing environment.
I would have to ph soak / adjust them just to use - got old doing that. Not too much of a fan of peat pellets either but they work.

had very good experiences with rockwool.
you do have to watch the excess water for the first week or 2.
have not had PH problems due to the blocks themselves after a soak in about 6.0.
I’ve used every rooting plug on the market and also rockwool and the best plugs are the general hydroponics rapid rooters. All the other brands work they are just messy compared to the rapid rooters. But I’ve didn’t ever have any issues with either method but I germinate in a paper towel before planting in the plugs and I slice the plugs down the middle to open them up to put the seedlings into them or clones. I just keep the plugs or rockwool just damp not wet decently damp.
to the OP are you keeping your water level all the way up to the rockwool? Or using top feed?
There is so many ways to get seeds started but they are pretty delicate at that stage so they require care
