What is the deal with these leaves?

Okay, I have an Afghani growing in my garden that is doing quite well, but from it's birth it has always grown some very deformed leaves. To the point that many appear bug ravaged, but on upon a closer look, it's not been eaten, it's just growing that way.
The kicker is, it's only upon emergence as new growth. After they grow a bit they fill out to be pretty normal leaves.

whats the lil white specs on the leaves? i have noticed those on my plants too

the wilting could be from lack of water?
 
My pole beans are right behind these plants, and I nuked 'em with some 7 dust. Grasshoppers are REALLY bad down here this summer. What you see is a little dust that has splshed over on these.
 
And they're growing like mad. We had a good rain night before last, and that's all fresh new growth on top. It's just when the leaves first emerge, they're all wierd shaped, contorted. My other one's growing normal. I don't know.
As long as it produces good bud, I'm a happy hippie!
 
Ive had this happen to me before, doesnt affect growth or yield or anything, just a deformity I guess.
 
it may be a mild nutrient deficiancy, those can cause new growth to look messed up, but your plants look great.. so i doubt thats it. i've noticed a lot of mutations happening with marijuana plants lately, everything from less fingers (leave tips) to misshaping leaves. your plants look really good though, nice and green.
