What is the DIFF between red, blue,green rep cards?

I have received different colored cards for my rep. The green one is most common so i assume that is a normal one. I have got a red one from a MOD and I assume That was a bad one. But what does the Blue on mean? Can anyone tell me? And are there others ? What do they mean and how do i give to others. Or can I only give regular rep? Thanks

i had the same ? a while back, red=negative rep, blue= rep by someone with under 25(or is it 50) posts(stranger) who's rep doesnt count yet and green is a +rep from a user who's no longer a "stranger"

only mods and advanced users(the ones who sent rollie some good old $$$) can give -rep points.
