Id say most choose to you dont have to i mean consider this almost anyone today can fairly easily get ahold of some landrace or heirlooms and work it properly clean them up make selections keep working them till your happy then start making hybrids most choose not to because it takes time+space +work and dedication most folks are lazy so they use already existing hybrids as there building blocks and i agree selling f2s without permission or unless its say a dead line etc otherwise yes id say thats stealing most wont agree tho i bet but yeah
