Well, budget matters. T5 are not cfls but they are flouros and they are very good but I don't think you'll find them at home depot. The most economical approach is either 23w or 42w cfls, whichever is the best deal, and large clamp reflectors. You can put two of either of those bulbs in one reflector with a Y adapter.

I found 23-watt CFLs at Home Depot in a "contractor" box -- 12 bulbs for $12 or something like that. They are 2700k bulbs. I also bought a 4-pack of 5500k bulbs, which are more bluish and also a bit more expensive, to enhance the color spectrum. I built my own light fixture from scrap lumber and currently use 22 23-watt bulbs. It has worked out fairly well, and it is an economical way to go. Good luck!

Go get a couple 23watt 6500k CFL's for vegging (at least two per plant) and a few 42watt 2700k CFL's for flowering. You can never have too many lights when it comes to CFL's, I completely surround my girls so that all the lower branches can get plenty of light.

Good luck :joint:
