What the hell is on my stems. And is it the reason for these plant's being stunted

Today i noticed this grow was going a little slow and seemed stunted so i started examining the plant's and some of my leaves are showing signs of stress and yellowing and dying etc. But i can't find any pests or bugs on them, the one thing i did notice was these white spots on my stems and up close they look like sap. Are these scale bugs? Or something else? Also they appear to be on every plant and i have 10 seeds ready to be planted in the same room is this
going to affect those..

Look like some sort of eggs to me! Honestly not sure but I would do some research before doing anything crazy.

I read all night the most i can find is "scale" bugs. Which i treated it like that and rubbed them with isopropyl on a qtip
