what would be better to use?

whats would be best for a full grow veg and flower? cfls, t5s or LEDs??? ............ MH and HPS is out of the question

With your choices id say LED's would work best when it comes to flowering if you could afford it.

Proper LEDs will work best but you need good lights that are expensive.
