whats the best way to clean out a glass jar

All those chemicals your using to try and kill the smell is only going to ruin the seal on the lid, then the jars wont be air tight. go buy new ones.

And the REAL answer to your initial question is...? Wash the jars ONE time with warm soapy water then let dry!! Throw your bud into the jars after that and guess what? BUD overpowers pretty much any other smell over time. I've been using Francesco Rinaldi jars to store my weed for months and the spaghetti sauce smell is completely gone within days dude. Fuck all these dopes telling you to buy new stuff or hating.

If they are canning jars, you could always just buy new seals, it's not the glass retaining the pasta sauce scent, it's the lids...
