There is no sure fire way, as far as obtaining a 100% rate. I dislike peat pellets and paper towels. The easiest way for me is to pour 3 oz distilled water with SuperThrive into 9oz Solo cups and place one seed in each cup. When the seed sinks to the bottom, I pour the water and seed into another Solo cup that has starter soil. Gently move seed to center and make small hole with pencil and nudge seed in and cover lightly. I never water again until I have leaves up. You can keep the starter soil moist with a sprayer. I consider this as assisting mother nature and starting the seed the way she intended. Imagine trying to start tomato or pepper seeds the way some people start MJ seeds....
You can also use Rock Wool cubes. pre-soak in 5.5 PH water for 20 minutes, then place your pre-soaked seed into the cube and gently press in the top to cover seed. This method works for both soil and water farms.
