Whats the problem here?? with PICS

Anyone have an idea on what my problem coud be here? I'm on a 22/2 light dark cycle using tap water which I distil before hand, MG soil, Bagseed and a 400 watt hps. I've been watering everyday/ everyother day. No nutes yet. 3 weeks in. Added lime last night to try and neutralize the soil. I have a pet store ph tester for water and my tap seems to be 6 or a little less. I have them about 20 inches from the light.

Less watering.....Let the top of the soil get a little crusty and dry to the touch before watering. maybe try some light nutes like 8-7-6 diluted and I find that 18/6 works good for me. Lastly bring the light a lil closer or add some 23w 6500k cfls to the scenario and see what happens.....just an opinion not telling you what to do.. Good luck!

I changed lighting to 18/6 today which hopefully doesnt worsen this. Ive been letting a good few inches get crusty before I water so maybe underwatering is the issue, I jsut don't know. Basically these are test plants being my first grow before I throw in some real seeds that I bought. Trying to work the kinks out before I grow somthing serious you know? Appreciate the help as always man. Anyone else?
