You still can't explain why legal to grow and illegal to sell is more favourable.
Wouldn't the tax revenue from the sales be the "carrot on the stick" necessary to pass such legislation?
Why would the Govt bother if someone isn't paying?

Anytime money is involved it gets messed up.
Since you could legally sell it, now you need
Taxing infrastructure
Compliance infrastructure
testing
labeling etc etc etc
And most scary. You have individuals who will try to legislatively monopolize the market. Ohio just had a vote to legalize the selling of weed. That only included them

The main point of my legal to grow and possess, illegal to sell is it is more palatable and easier to pass. I never suggested rolling back legal to sell in states that already have it.
