What's up with this plant?

This is my third grow and every one seems to produce some kind of mutant. This grow I have this one plant that has no top. It's only about two inches tall, and has thrown off four main branches. Where the top should be, there is a single leaf growing. Weird.

The picture isn't great, I'm still learning how to use my camera under a hid light.
