When do i transplant my seedlings?

I germinated 3 seeds of Orange Skunk in a paper towel and planted them in cardboard grow cups on April 11th. I have been looking and haven't found anything really solid. What am i looking for as far as signs that my plants are ready to be transplanted into larger containers?

So I used these as well they are horrible suck up all water they turn soil to dust and mold to get seeds to germinate had to keep bottom of cups wet and seeds rooted to bottom but smelled of mildew so I pull them out and put in bigger pot. Bc the cardboard soaked up so much water and the heat to raise seedling dryed it out so fast just was more effort then using a solo cup or something else.

I haven't had any problems with the cups themselves. I keep mine elevated off the ground to help drainage.
 
They do the trick but deff much better ways imo. I tried keeping them up but just dried out to quickly.
