When should they go in the ground

How tall should my plant be before I plant them in the ground I have about 14 plants ranging from 2-3 feet

They're plenty tall enough already! You could have had them in the ground since they were seeds or rooted clones. You best hurry up though, not too much time left for growing outdoors.
