When to apply Fungicide? preventive?

Hello, i am currently in week 6 of veg and will be entering flower in 2-3weeks. My question is, should I apply my 3-in-1 fungicide as a preventive measure? My plants are healthy and are showing no signs of any problems at all. I just know you shouldn't spray them once they've entered flower. I am growing 5 plants in Ocean Forrest Soil, in a 3x3 tent. Temps and Rh have been great.

I know some people prefer to apply preventative pesticide and fungicide, but I personally don't see the point, unless you start having issues with pests or fungus. I have a bottle of neem oil that hasn't been opened since I bought it 2 years ago. I haven't had any pest or fungal issues since I started growing, but I also spray down and clean the entire tent before each grow.
