Where do I check temperature?

You put it at the top. This should be common sense. The top is closer to the light source, more heat. You want to know the max temp your plant is exposed to. Ideally, below 85. Mine hovers around 82-79 with the lights on.

If you can hang a thermometer on the wall of your space, right at canopy level, you'll get a good indication of the conditions your plants are experiencing.
Anywhere from 72 to mid-80's is an ideal range.

Alright well my cab is running about 80-85 on the bottom, and up at the canopy, 90-95! I just turned the ballast from 600 to 400 and the temp is dropping...I figured that a 500 CFM fan would be adequate to maintain low temps with a passive intake, it's only a 40 cubic foot space, so it's got a ton of negative pressure. Any thoughts on why the temps are still soaring? The fan has good suction and I can feel my hand being sucked into the cooltube.

Temps are at 85 and dropping..wow that extra 200watts adds a ton of heat! I think that the cab is just drawing warm air in from the top of the room, and when I have it sealed it will only be able to draw air from the floor where it's much cooler, hopefully allowing me to run 600w.
