Amazon or any growing supply store. If it's not legal in your location check out nurserys. Make sure they are full spectrum.

When you say Chinese , im gonna assume you mean big brand asian companies like Samsung.

If you want Samsung strips so you can build yourself a light, you can buy them at digikey.com or arrow.com
If you want Nichia strips you can buy them directly from Cutter electronics. @welight is the owner, real good dude.

If you want prebuilt strip fixtures using Samsung or Nichia or any of the other top of the line leds you can find them in a few different places.

@diyled sells pre built fixtures
Cutter electronics sells both pre built and strips for DIY, they have all the top brands
Horticulture lighting group sells mostly qbs, but they also have a new strip for sale, saber 100 or something?
Pacific Lighting concepts sells the photoboost

Theres others im forgetting, but the above companies are all legit and all sell top of the line strips.

If you want to go the Knockoff route, Alibaba is where you will find all the chinese knockoff versions, they are cheaper and have some questionable practices but have also shown to grow great weed.

Nice, so ya you want legit leds, thats what i assumed by the OP.

the samsung f series doubles are still legit but as you say, always out of stock everywhere.

Alternatives to the F series and within the same price range would be.
Bridgelux Gen 3 slims.....Digikey.com
Cutter J series.....Cutter Electronics

Nichia and osram and solstrips are all better than what i listed above but are all much more expensive aswell.

Define full spectrum
Full spectrum lighting generally refers to light delivery across the entire visible spectrum of light. ... For the purposes of plant growth, the entire range of light provided by the sun is not utilized. Most plants absorb light across thefull visible spectrum.

Id recommend against ali/china at the moment if your in a hurry: they seem to be delaying shipping a bit due to corona. If you want cheapo strips try bridgelux eb gen2 at digikey or arrow or the like
I got an answer from rt2.
But i am not sure if i want to get my handys on strips fresh from China with corona:/
