Where exactly is THC stored in buds? (earliest smokable bud)

When a bud starts forming, initially it has these white sexy hairs. Then it becomes an actual bud.

My question is -- where exactly is THC stored and when does it start to accumulate?

In other words, when can you actually have a smoke?

Not harvest, just have a nice lil blunt. It doesn't have to be strong, just with a bit of THC.

And the tricromes are the white hairs, right?

So in other words, there's already THC in my plants if I see white hairs all over thep lace?
