So where those big leaves are I should tape those down

Pinch and bend and tie it down. You do t tie it good enough it will break free and try to straighten out and will be to hard to do anything with the stress from cropping makes the plant harden it’s stems as a defence not then you just get some bent plants like this

I assume you're bringing it outside, then back inside? If so why? And be careful about bringing in bugs then.
At this point, I'd just pick off the top node, then LST it when it grows out. But you can really top wherever you want.

Me personally, I'd cut here. Would have topped a week ago. Generally you could cut it wherever. I topped one of mine a few days ago in 4 different spots. I didn't see any signs of stress, in fact the opposite. In my experience the plant loves to be cut up. 
I took it outside for the picture Bc it sucks in my basement, I only bring it out to water it then back inside
Really that low? Even tho the plants 4 weeks old

Is this an auto? If so top on the higher spot if not top where you want.

I wouldn't have let it grow that much before i would have topped it. I usually do it during the beginning of 3rd week

I agree with above.
In addition, if you don't want to add more time to veg, then don't top it since you've shown concern it's been 4 weeks. The plant will bounce back quickly but it'll need more time to bush out.
If you don't top it, it'll continue to grow lanky and high which could effect bud density and yield. Either way it'll produce but depends on what's important to you.

I'm pretty close to week 3 myself, and haven't topped yet. My plants don't appear to be very tall overall though. Should I wait longer to top?

I go by node growth vs. time. People can be in very different growth sizes in 3 weeks. Plants won't appear tall in early stages but they will when you're flipping to flower and through flower they stretchhh.
Depends how many nodes you have, what your veg goal is(weeks), how much height space you have and if you want to bush your plants out.
Gotcha. Well 6.5' tall tent, I was planning on going by this tutorial here for the most part I think - https://www.growweedeasy.com/manifold - unless you recommend going for something different. I'd rather them not get too tall in the end. Time isn't much of a issue, whatever works best. I think I'm only around 4 nodes or so currently.
